To use cheat.cfg:
Go to Quake
Start a new single player game.
Open up the consle by pressing the tilde key ( ~ )
Type:  exec cheat.cfg
It should execute it. If not CHECK YOUR SPELLING!!!

F1: All weapons
F2: Quad
F3: God (press again to turn off)
F4: Walk Through Walls (press again to turn off)
F5: Fly (press again to turn off)
